The Lokpal and Lokayukta Bill 2011 has been referred to a 15-member Select Committee of the Rajya Sabha. A resolution to this effect has been adopted by voice vote amidst arguments and counter arguments over the procedure to move a motion in this regard.
Earlier, the Minister of State for Personnel and Public Grievances, V Narayanasamy, who moved the bill for consideration, said the UPA government is committed to pass the bill. He said there is no going back on its commitment. The proposed Select Committee will submit its report to the House in the monsoon session.
The Leader of the Opposition Mr Arun Jaitley observed that the nation is waiting for the bill to end corruption. He said by referring the bill now to a Select Committee, the credibility of Parliament is at stake. He categorically wanted to know whether the government is willing to bring the bill or not. He criticized the government for not consulting the political parties since 29th of December last year when the bill was taken up in the House.
Mr Jaitley said the serious differences between the government and the political parties in regard to the some issues like control over the investigating agency and the procedure for removal of the Lokpal, could have been sorted out.

The Rajya Sabha today passed the Chemical Weapons Convention (Amendment) Bill, 2010. Replying to a brief discussion on the bill, the Minister of State for Chemical and Fertilizers Srikant Jena said. He said New Delhi is a signatory to the Convention on the prohibition of the Development, Production, Stockpiling and use of Chemical Weapons and their destruction. The amendment empowers the Centre to make rules on the issue

Initiating a discussion on the amendments to the Institutes of Technology Bill 2011 and the National Institutes of Technology Bill, 2011 in the Rajya Sabha, Mr Chandan Mitra said the name of the BHU has sanctity of its own reflecting the legacy of Pandit Madan Mohan Malviya. He alleged the move will delink the proposed IIT from BHU.
Dr Karan Singh of the Congress favoured the legislative move saying that will provide an added status to the institution. He appealed to the opposition benches to allow the passage of the bill. He said hundreds of students have not taken their degrees and are curiously waiting for the change. The discussion is continuing.

he Finance Minister, Mr. Pranab Mukherjee on Wednesday called for more investments in the agriculture sector to boost the country’s food security. Mr. Mukherjee said for the first time, India has produced more than one hundred million tones of rice. He said this could not be possible without investment in agricultural extension services and research and development and hailed the scientists and farmers. In this context, he assured that the government will take note of observations of
Appropriation Bills for future strategy.
Referring to the second green revolution in Eastern India, the Finance Minister said that the government will consider a suggestion to set up a committee of Chief Ministers to promote agriculture in the Eastern States including Chhattisgarh, Bihar, West Bengal, Odisha and Assam. Talking about food security, Mr. Mukherjee said the country has produced about 250 million tones of foodgrains in 2011-12. He said the government has made adequate allocations for ensuring storage facilities.
On the budgetary proposals, he has taken note of uncertainty prevailing in the country and outside while working out a domestic demand-driven strategy. He said investment in infrastructure, irrigation, rural infrastructure and education is leading towards strengthening the generation of the domestic demand fueling to attain the desired GDP growth.
The Finance minister said he will consider the demand for rollback of excise duty on non-branded jewellery. Later, the House returned the Appropriation Bills, which were passed by the Lok Sabha on Tuesday.
