In Assam, the North-East Frontier Railway is to run a special train today between Guwahati and Bangalore to meet the requirements of passengers who returned home from other states in the wake of fake SMS threat. Official sources said that as a result of confidence building measures initiated by the Centre and various state governments, people from north-east were returning to their places of work and study.

The Assam Government is bearing the cost of railway tickets for those who are returning to Chennai and Bangalore.

North East Frontier Railway ran a special train on September 1 between Guwahati and Bangalore. Adequate security arrangement has been made for safe journey of the passengers’ en -route to Bangalaore. Railway Protection Force along with Assam police personnel are being deployed in the compartments.

Meanwhile, as a result of improved situation, more than 40,000 people left relief camps in Bodoland Territorial Area Districts and Dhubri district. Banks, government and private offices resumed normal works. Around 70 per cent schools also resumed classes in the violence hit areas. But strict vigil is maintained to avert any disturbance. Police arrested 430 miscreants for indulging in violence acts. On the other hand, 4 ULFA linkmen were picked up by Assam Police yesterday in connection with the grenade blast at Doomdoma in Tinsukia district on Thursday evening. 12 persons including three constables were injured in the blast.

Talking to reporters in New Delhi, Communication and Information Technology Minister, Kapil Sibal said that Facebook and Google are cooperating with government and decided to close down the objectionable sites. He said, the difficulty is with twitter sites as it operates from outside India and the server of all such sites are outside the jurisdiction of India. He however said that twitter have expressed their willingness for talks with the government to bring a solution to the issue. 

The Minister said that the government has also provided 28 Universal Resource Locator numbers to twitter under which objectionable material is being shown. He said, the reports about the government aggressively targeting some accounts or websites, are incorrect.

Speaking to reporters outside Parliament, Information and Technology minister Kapil Sibal said that there are difficulties in identifying people using websites to spread communal hatred.

Comprehending the gravity, Facebook's stern warning to its users comes in the wake of the Indian government bringing to its notice the posting of contents, including inflammatory matters and doctored pictures and videos to create social unrest in the country.In fact, Facebook has already removed quite a significant number of such "inflammatory" and "hate" contents from its website and in some cases blocked pages.

A spokesman of the site said if any user repeatedly tries to upload such hateful content, Facebook can even disable the account. Expressing serious concern over the current situation in India wherein people have tried to use Facebook as a tool to incite violence or spread hate, the official said Facebook has taken a number of measures to prevent this.

The government is also planning to take up the Computer Emergency Response Team-India, CERT-In findings at the international forum as it has turned out to be the biggest instance of cyber warfare on India in recent times. A Pakistan-based hardline group is suspected to have been involved in doctoring images and spreading them across social networking sites like Facebook, Twitter and You Tube to create scare among people of northeastern region living across India.

Most of the online content started getting posted from 13th of last month and fake profiles were created for spreading morphed pictures.

Mr.Shinde expressed these views when Mr. Rehman Malik, Interior Minister of Pakistan spoke to him today over telephone. This was the first direct contact between the two Ministers.
Mr.Shinde conveyed his Eid wishes to him and the people of Pakistan. The Union Home Minister expressed the hope that the occasion would herald an improvement in Indo-Pak relations.

The Interior Minister of Pakistan briefly spoke of the pending issues between the two Ministries and re-iterated his commitment to bring the masterminds and perpetrators of the Mumbai terror attack to justice. He assured full mutual cooperation in this matter. Mr. Rehman Malik also invited Mr. Shinde to visit Pakistan to sign the revised Visa agreement which has now been agreed to by both sides.

Both concluded the discussion by agreeing to continue the mutual cooperation and to work towards rooting out terrorism in all its form and manifestation.

The Centre has said that rumours that triggered panic among people of northeastern states in Karnataka, Tamil Nadu and Maharashtra were sourced from Pakistan. Union Home Secretary RK Singh said in New Delhi, Pakistan is the source for doctored pictures that sparked violence in Mumbai and led to the exodus from Bangalore.

He said, India will take up the issue with Pakistan. Mr. Singh said in New Delhi that 74 websites were identified and blocked where morphed images were uploaded. He said bulk of these images were uploaded in Pakistan. Mr. Singh said 34 more websites have been identified and Government was in the process of blocking them soon.

Government has already imposed a 15-day ban on bulk SMSs and MMSs.

The Assam Chief Minister Tarun Gogoi has also said that he suspected from the very beginning that foreign forces were behind the rumours which forced thousands of people of northeast to flee Karnataka and some other cities. Gogoi said the state intelligence had inputs about this information.

The Ministry of Home Affairs has found out that a majority of the doctored MMS clips and threatening SMSes originated in Pakistan.
