he Chennai High Court today directed Tamilnadu to frame guidelines on the safety of the school vehicles and buses which are used for ferrying students.

The first Bench comprising Chief Justice M.Y.Iqbal and Justice T.S.Sivagnanam said that the Government should frame the guidelines within two weeks. 

It said that the draft should be submitted to the Court which would look into it and give its suggestions to improve the safety aspects in school buses. After the incident in which Shruthi, a second standard student was killed when she fell through a hole on the floor of the bus and crushed to death at Tambaram. 

Four persons including the Correspondent of the School and the driver were arrested and the RTO who issued safety certificate to the bus was suspended from service yesterday.

The Andhra Pradesh High Court today rejected the creation of 4.5 percent sub-quota for religious minorities from the 27 percent OBC reservations. A division bench of the High Court comprising chief justice Madan B Lokur and justice PV Sanjay Kumar struck down the Central government's order to give reservation to religious minorities including Muslims, Sikhs, Christians, Buddhists and Parsis within the 27 percent OBC quota. 

The bench opined that there was no rationale or data to justify such quota. Based on the recommendations of the National Commission for Religious and Linguistic Minorities, the central cabinet had approved carving out 4.5 percent sub-quota in government jobs and university seats during last year. This came into force ahead of Uttar Pradesh assembly elections.

he Andhra Pradesh High Court orders defreezing of Kadapa MP Jaganmohan Reddy owned Sakshi TV Bank Accounts. While issuing an Interim order in the unaccounted assets case, the court has allowed the business to run as usual for Sakshi media group.

However, the court ruled that Jaganmohan Reddy cannot sell any assets owned by Sakshi Group during the investigations being conducted by the CBI. The court also said that all payments for the media group should be transected through cheques only. 


It further directed the Sakshi management to submit details of business transactions to CBI by tenth of every month.

Earlier, the Sakshi management had filed an application in the AP High Court challenging the freezing of bank account of Sakshi Media Group by the CBI.

Parliament has passed a bill providing for setting up of separate High Courts in Meghalaya, Manipur and Tripura.

The Rajya Sabha gave its approval by a voice vote to The North Eastern Areas (Reorganisation) and Other Related Laws (Amendment) Bill, 2012. The Lok Sabha had earlier passed the Bill.

Replying to the discussion on this Bill in the Rajya Sabha, Home Minister P Chidambaram said the setting up of separate High Courts in the three states was a long standing demand of the people.

He said that the demand could not be fulfilled earlier as the buildings and the necessary infratructure for the setting up of separate High Courts in these states was not ready.
