The Prime Minister has called for strict vigil on the coastline as the terror groups are still maintaining the ability to use sea route. Dr. Manmohan Singh also pitched for greater cyber security and a strategy to prevent misuse of social media for propaganda.

Addressing the annual conference of DGPs and IGPs in New Delhi on Saturday, Dr. Singh said while there are increasing infiltration attempts across the Line of Control and International Border, indications are that terrorist groups are maintaining their ability to use the sea route.

Therefore, Vigilance needs to be exercised not only on land borders but along the coast line as well, he said.

The Prime Minister disclosed that a new security structure is being prepared by the government to prevent threats to cyber security. He said the country's vulnerability to cyber crime is escalating and large-scale computer attacks can have potentially devastating results on the country's economy and infrastructure.

He said the use of bulk SMSes and social media to aggravate the communal situation is a new challenge.

Dr Singh said, there is a need to fully understand how these new media are used by miscreants.

He called forbbtegy to counter the propaganda carried out in social networking sites but without infringing the rights of freedom of expression of the people.

On Naxalites problem, the Prime Minister said the ability of Left wing extremists to gradually increase their numbers and military potential in the seven affected states in the country is a cause of worry.

Prime Minister honoured Olympic medal winners M C Mary Kom and Yogeshwar Dutt . AIR correspondent reports, both the medal winners were awarded 22 lakh rupees cash each and given a plaque by the Prime Minister.

An announcement was also made at the gathering that Mary Kom, who was till now a Deputy SP in Manipur Police, has been promoted to the rank of Superintendent of Police. Mary Kom won a bronze medal in boxing in the recently concluded London Olympics and Dutt had bagged a bronze in 60kg free style event

Defence Minister AK Antony will inaugurate the Static Sensors Project of Coastal Surveillance Network (CSN) of the Coast Guard at Mumbai and Porbandar tomorrow. The project on the mainland and the island territories is to be completed by September this year in the first phase and March next year in the second phase at a cost of 600 crore rupees. Our Correspondent reports, the project is the first of its kind, both in terms of expanse and strategic implications. 

This project will provide the much needed electronic eye to the maritime agencies and provide the envisaged impetus to the overall coastal security apparatus.

In the Phase-I of the project, 46 Remote Radar sites, 36 locations in mainland, 6 locations in Lakshadweep & Minicoy Islands and 4 in Andaman & Nicobar Islands would be established at various lighthouses located along the coast line. These sites have been strategically located to provide electronic surveillance of areas of high sensitivity and high traffic density along the coastline. The system is designed to promote surveillance cover upto the 25 nautical miles from the coast line around each Radar sites.

The data generated by the Static Sensors will flow over a network, connecting Coast Guard District Headquarters and Regional Headquarters to Coast Guard Headquarters at Delhi. The project would also aid in enhancing the efficacy of Search and Rescue operations coordinated by the Coast Guard. The sensor data generated by the Coastal Surveillance Network would also be shared with other maritime agencies to generate a comprehensive Maritime Domain Awareness. 

In Phase-II of the project, 38 additional Remote Radar sites will be set up integrating 21 sites of the Gulf of Kutch and Gulf of Khambhat. During the Phase, the Static Radar Chain is also proposed to be supplemented by eight Mobile Surveillance Systems.

India today asserted that the maritime freedom cannot be exclusive prerogative of a few. It said, passage at sea should be preserved to ensure access for all. Speaking at the annual Security Forum meet in Singapore, the Defence Minister Mr.A.K. Antony said, in an era of globalisation(harmonies) and interdependence, the balance between the rights of States and the freedoms of the larger global community is vital for international trade and global security.  Morganton said this at the conference where the developments in the South China Sea were in sharp focus. He reiterated that India has always championed and advocated adherence to the international regime which governs maritime freedoms, even while asserting its national sovereignty where it is applicable. Speaking on Indian perspective on Protecting Maritime Freedoms, Mr. Antony said, maritime security issues have become a strategic priority for India, especially from the aspect of trade, commerce, hydrocarbon resources, terrorism, piracy and drug trafficking.  Our correspondent reports, the South China Sea is vital with about 90 per cent of the global trade moving by sea through the teeming shipping lanes in the Indian ocean and Strait of Malacca. His reference to buildup in the South China Sea region came as the US Defence Secretary Leon Panetta announced at the conference that Washington is moving the majority of its warships into Asia-Pacific region in the coming years. The Defence Minister referred to China by name as he, expressed concern over hike in its defence spending, but said New Delhi did not perceive Beijing as a threat. Favouring a stable and continuous relations with the neighbour, Mr. Antony said that the two countries had started a military-to-military cooperation. The Defence Minister said, even though India does not believe in an arms race, it is strengthening capabilities on borders to protect its national interest. Like India, Japan also expressed concern over lack of transparency in China's massive defence spending, saying this secrecy posed a threat. China's military budget jumped over 11 per cent this year to a staggering 106 billion US Dollars. Mr. Antony also urged China and member countries of the Association of South East Asian Nations (ASEAN) to discuss and settle South China Sea disputes involving some islands among themselves.  India, he said, welcomed the efforts of the parties concerned in engaging in discussions and the recently agreed guidelines on the implementation of the 2002 Declaration of the Conduct of Parties between China and ASEAN.

Minister of State for Defence, M M Pallam Raju says, China posed no threat to India despite border dispute, but the country is equipping itself well and having a strong deterrence so that no adversary took it for granted. Mr. Raju was responding to a question from reporters in Chennai. He said, India has a very healthy economic partnership with China but admitted that there are differences in the perception of the border issue, which are being trashed out at high level meetings of National Security Advisors of the two countries. He made the remark after commissioning Indian Coast Guard ship Rajtarang in Chennai. 

On recurring attacks on Tamil Nadu fishermen allegedly by the Sri Lankan Navy, Mr.Raju said India had taken up the issue with Colombo at diplomatic level.

Prime Minister Dr. Manmohan Singh will inaugurate the Conference of Chief Ministers’ on Internal Security . Union Home Minister P. Chidambaram will deliver the opening address.

 the meeting will review the internal security situation in the country. Police Reforms, capacity building and focus on ongoing and new initiatives are high on the agenda of the meeting.

 other issues to be deliberated upon include strengthening of counter terrorism capabilities and intelligence apparatus, Crime and Criminal Tracking Network & System (CCTNS), and issues related to Left Wing Extremism, border management and coastal security. Discussions on other Centre-State issues are also to be taken up in the meeting.
