Northern, North Eastern and Eastern power grids collapsed this afternoon triggering a major power crisis in more than 20 states and Union Territories.
Essential services and public transport systems including Railways and Delhi Metro were also hit.300 trains came to a grinding halt at various places , with movement on the busy Delhi-Howrah route almost paralysed. Power Minister Sushil kumar Shinde blamed that overdrawal of power by certain states is responsible for the crisis.
Talking to reporters in New Delhi this evening, Power Grid CMD R N Nayak said that power will return to normal by 7.30 pm.He said that substantial power recovery has been made and rail,metro,hospitals and airport are being supplied power on priority basis.He said 15 to 17 per cent of power supply in north and 50 per cent in north east and 20 per cent in East India have been restored.
Entire National capital region went without power for the second successive day today as the Northern Grid tripped again, crippling various essential services such as Metro rail, trains and water distribution system in the city. Delhi's s lifeline Delhi Metro has , however, resumed partially.
An airport spokesperson said all essential services were shifted to the diesel generating back-up system. Traffic signals went blank in the city leading to traffic chaos in the
entire city.
AIR correspondent reports, India has five electricity grids -- Northern, Eastern,North Eastern, Southern and Western. All of them are inter-connected, except the Southern grid.All the grids are being run by the state-owned Power Grid Corporation, which operates more than 95,000 circuit km of transmission lines. One circuit km refers to one kilometre of electrical transmission line.
The northern grid covers nine regions -- Punjab, Haryana,Rajasthan, Delhi, Uttar Pradesh, Uttarakhand, Himachal Pradesh, Jammu and Kashmir and Chandigarh. At least six states are covered by the eastern grid. They are West Bengal, Chattisgarh, Bihar, Jharkhand, Orissa and Sikkim.Meanwhile, the north eastern grid connects Arunachal Pradesh, Nagaland, Assam, Meghalaya, Manipur, Mizoram and Tripura.

The government is contemplating levying heavy penalties on states overdrawing electricity that results in grid failure and possible imprisonment of chief secretaries to check the menace. This was disclosed by Power Minister Veerapa Moily in an interview to a private news channel.
Citing the report of the expert panel that probed the failure of grids, Mr Moily said not only overdrawal but overloading was also a reason for the collapse. He said there should be independent regulatory authorities at the state-level to check overdrawing by various states.

Power Minister Sushil Kumar Shinde has asked State governments to proactively facilitate land procurement for power projects to help in meeting the capacity addition target of 88,000 MW over the next five years.
He said that the issues of fuel supply to plants and deteriorating financial health of state power distribution companies are roadblocks impeding the functioning of the power sector and need to be addressed urgently. He added, that the focus in the 12th Plan period has to be on increasing domestic coal production.
Shinde said that the problem of land is no less in the setting up of the transmission infrastructure, given the fact that in the current plan period there is a target of erecting some 37,800 MW of inter-regional transmission capacity.
Planning Commission Member (Energy) B K Chaturvedi said the major focus in the next five years would be on renewables. The share of renewables will increase to 30,000 MW in the 12th plan, from 14,000 MW in the 11th plan.
Shinde also pointed out that the single biggest threat to the viability and sustainability of the power sector is the deteriorating financial health of the distribution utilities in most states. He said that to make optimal use of the generation capacity involved there is a need to adopt a proactive approach in the procurement of electricity from gas-based generation plants to encourage the use of domestic gas and Liquefied Natural Gas (LNG).
Meanwhile the Cabinet is likely to soon take up the proposal of restructuring about 2 lakh crore rupees debt of power distribution companies. As per the proposal, about 50 per cent of the debt would be converted into bonds, that will be issued by the state governments.

The Planning Commission has called a meeting of state Power Ministers tomorrow to address the issues of power sector in the country. The one day conference which will be inaugurated by the Union Power Minister, Sushil Kumar Shinde is likely to discussed the fuel shortages and the weak financial health of distribution companies of the sector. The Deputy Chairman of the Commission, Montek Singh Ahluwalia will also address the Conference.

In Uttar Pradesh, Union Minister for Coal, Mr. Sriprakash Jaisawal today laid foundation stone for 1980 Mega Watt power plant at Ghatampur in Kanpur district. This power plant will be constructed under a joint venture of Neyveli Lignite Corporation Limited and Uttar Pradesh Rajya Vidyut Utpadan Nigam Limited.
Addressing the function on the occasion, Mr. Jaiswal emphasized better infrastructure development for industrialization and to address the issue of unemployment. He said, this project will be completed by 2016 and it will improve the power situation in the state.
He said it will be the biggest power plant in the state. He assured that farmers will be given adequate compensation for their land acquired for the plant. He also assured that local people would get priority in employment in the plant.
Responding about availability of coal for nine power projects in the state, he said that coal is not sufficiently available in country but plants from Uttar Pradesh will be given priority. He urged the state government for seeking Coal Block in place of Coal Linkage.
The Chief Minister of the state, Akhilesh Yadav who presided the foundation laying ceremony said that power generation is one of the priorities of the state government. He urged the officials of the concerned departments for completing one of the three units of the plant by 2014.
AIR correspondent reports that about 11088 crore rupees will be spent on the construction of the plant spread over 851 hectare land. The project was approved by the Cabinet Committee on Infrastructure two months earlier. Three units of 660 Mega Watt capacities will be established under the project.
The Centre has accorded approval for Advance Action Proposal to take up the pre-project sanction activities. Power Purchase Agreement has already been signed with the Uttar Pradesh Power Corporation.
One of Navratna public sector Neyveli Lignite Corporation is based at Tamilnadu and it has recently set up a 250 MW capacity power plant in Bikaner district in Rajasthan. NLC also has its own three pit head Thermal Power Station with 2490 MW capacity at Neyveli in Tamil Nadu.
World Bank is to give 13,000 crore rupees for infrastructure development of power generation facilities in the North East .
Stating this in Silchar on Thursday, Power Grid Corporation of India (PGCIL) Chairman-cum-Managing Director R N Nayak said that the company was keen to improve the power scenario in the region and is executing several long term and short term projects in it.
Mr. Nayek added that the PGCIL was building a 800 KV substation in Arunachal Pradesh and another substation at Byrnihat in Meghalaya which was nearing completion.

Foreign direct investment inflows into the country increased 74 per cent, year-on-year, to 2.2 billion dollars in February. This takes the cumulative FDI inflows to 28.4 billion dollars for the April 2011 to February 2012 period of the last fiscal. The sectors which received the largest foreign FDI inflows during this 11-month period were services, with over 5 billion dollars, pharmaceuticals with 3.2 billion dollars, construction with 2.5 billion, telecom with almost 2 billion, metallurgical industries with 1.8 billion, and power with 1.6 billion. Mauritius remained the top source of inflows, with 9.4 billion, thanks to the double taxation avoidance treaty.
FDI inflows into the country totalled 19.4 billion in 2010-11, down from 25.8 billion in 2009-10.
