Parliament today gave its seal of approval to the Copyright Amendment Bill 2012 as the Lok Sabha approved it. The Bill was passed in the Rajya Sabha earlier. It amends the Copyright Act, 1957 and seeks to make the provisions of the law in conformity with relevant
international treaties. The Bill expands the definition of copyright.

There are seven broad areas that are reflected in the bill. These include right of author and music composer, right to visually impaired, extending compulsory regime to unpublished work, and imposition of punitive actions among others. It includes a system of compulsory licensing of copyrighted works for the benefit of the disabled, with the prior approval of the Copyright Board.

Earlier introducing the Bill, Human Resources Minister Kapil Sibal said the Bill corrects injustice done to artists. He said that it will make equitable distribution of royalties between the owners of artistic works and artists. Participating in the debate, the leader of opposition Sushma Swaraj strongly advocated the Bill and asked the House to pass the bill unanimously.
